Plus/SpeedLimit

Description
SpeedLimit, what is that you might ask? Well its simple. You can set a minimum speed limit per section for upload and download via the sections.conf.
Yet another addition to the wonderful world of DrFTPD+

Configuration
This way you can keep those pesky 14.4k dialup users from wasting your connections. format is as follows:
Minimum Transfer Speed per Section:
x.minspeed=Download Upload
example:
4.path=/Grandmas_pics/london
4.name=Grandmas_London_Vacation
4.minspeed=1kb/s 400kb/s
